DR. HAVIDÁN RODRÍGUEZ
President , University at Albany
Dr. Havidán Rodríguez is the 20th president of the University at Albany, one of the nation’s most diverse public research universities. His appointment in 2017 made him the first Hispanic president of a SUNY four-year institution. Under Dr. Rodríguez’s leadership, UAlbany has expanded the reach of its globally significant research and become a national leader in educational equity and social mobility. During his tenure, UAlbany has opened a state-of-the-art teaching and research facility, secured $75 million in state support for the Albany Artificial Intelligence Supercomputing Initiative, and became the first R1 institution in the northeast to earn the Seal of Excelencia for Latina and Latino student success.
Most recently, under Dr. Rodríguez’s leadership, the College of Nanoscale Science & Engineering returned to the University at Albany and merged with the College of Engineering and Applied Sciences to become the College of Nanotechnology, Science, and Engineering, solidifying UAlbany as an essential partner in semiconductor and nanoscale research and economic development in New York State.
In 2022, Dr. Rodríguez was appointed to President Biden’s Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics. He also is a commissioner for the Middle States Commission on Higher Education and co-chair of New York’s Capital Region Economic Development Council. Prior to UAlbany, he served as founding provost and executive vice president for academic affairs at the University of Texas Rio Grande Valley and president, ad interim, and provost and vice president for academic affairs at the University of Texas – Pan American.
A veteran of the U.S. Air Force and a respected scholar of disaster response and resiliency, Dr. Rodríguez earned a B.S. from the University of Maryland, an M.A. in sociology from the University of Wisconsin-Milwaukee, and a PhD in sociology from the University of Wisconsin-Madison. Born in Puerto Rico and raised there and on the U.S. mainland, Dr. Rodríguez is fluent in English and Spanish.

The Distinguished Citizen Award
This Award is presented to individual community leaders who provide outstanding civic service to the youth in the community. Those who receive the award are not necessarily BSA volunteers, but rather individuals who personify the values of Scouting – good citizenship, outstanding moral fiber with a dedication to others, and for living their lives by the Scout Oath and Law. The event raises funds to fuel the mission that provides Scouting programs for over 4,000 families in the Twin Rivers Council.

Who We Are
The Boy Scouts of America (BSA) provides the nation’s foremost youth program of character development and values-based leadership training, which helps young people be “Prepared. For Life.®” Since its inception in 1910, more than 130 million young men and women have participated in the BSA’s youth programs. These life-changing programs have been faithfully brought to our youth through the more than 35 million adult volunteers. Since 2019, all BSA programs have been offered to all genders, through a model that serves entire families.
The Twin Rivers Council (TRC) delivers Scouting programs to youth throughout 13 counties in New York’s Capital District and Adirondack Region. In 2021, TRC served roughly 4,000 youth through the dedicated efforts of over 2,000 dedicated volunteers.
